At June 2016 there were 31.9 home care places per 1,000 people over 70 years of age, with a target ratio of 45 by 2021-2022, just 3 short years away, which would require 150,000 home care packages to be available.
At June 2018 there were 124,000 packages available, with 48% at Levels 1 and 2. Increasingly the assessed need is for more Level 3 and 4 packages which the government will need to address.
At 31 December 2018 123,246 people were waiting for a home care package at their approved level. Of these 73,978 people were waiting on a home care package at their approved level, who had not yet been offered access to any package, but most had access to some support through the Commonwealth Home Support Program (CHSP).
Another 53,770 people had been offered a package but at a lower level than they had approval for, which indicates that only 70,000 packages are being offered at the level needed.
